With a focus on workforce development, improving public procurement processes and investing in infrastructure, WCA aims to shape a prosperous future forthe province.PRIORITY #1: SUPPORTING A STRONG CONSTRUCTION WORKFORCE IN MANITOBARecognizing the need for a diverse and skilled construction workforce, WCA proposes the establishment of an Industry/Provincial Government/City of Winnipeg Education and Training Working Group. This collaborative effort will identify and address barriers faced by equity-seeking groups in accessing opportunities within the construction industry. By promoting inclusivity, the sector can tap into a broader talent pool and create a more representative workforce.Additionally, WCA stresses continued support for the Manitoba Construction Sector Council (MCSC), which plays a crucial role in providing training and skills development necessary for the construction sector. The MCSC offers a range of construction skills training programs, including framing, concrete formwork and emerging technologies. These initiatives will equip workers with the expertise needed to meet the evolving demands of the industry.Furthermore, WCA emphasizes the importance of the Provincial Nominee Program, which enables the immigration of skilled workers to Manitoba. By streamlining the immigration process, we can address labour shortages and contribute to the growth of the industry.PRIORITY #2: IMPROVING PUBLIC PROCUREMENT IN MANITOBATo ensure fair and transparent public procurement practices, WCA calls for amendments to the Municipal Act. Specifically, the association recommends the inclusion of a requirement that fees collected for permit and inspection services do not exceed the reasonable expected cost of providing those services. Drawing inspiration from the Building Code Act in Ontario, this amendment aims to prevent excessive fees and promote cost efficiency in municipal permit and inspection departments.Additionally, WCA highlights the need to conduct a mandatory five-year review of the Government Wide Contract Policy. This policy aims to incentivize contractors to support apprenticeship programs, adhere to relevant legislation and prioritize workplace safety.
