b'FROM OUR CHAIRReflections on Progress, Challenges and the Road AheadAs I near the end of my two-year term as chair of the Winnipeg Construction Association, I find myself reflecting on the progress made and the challenges faced by our industry. It has been an honour to serve in this role and to witness firsthand the continued strength and dedication of our members and partners across Manitobas construction community.Over the past two years, we have taken some important steps forward. The implementation of prompt payment legislation represents a significant achievement for our industryone that promotes fairness, transparency and stability for contractors and subcontractors throughout the province. Additionally, updates to the City of Winnipegs Standard Construction Contract have helped modernize the framework under which many of our members operate, improving clarity and balance in our working relationships with the city. And now, as work on the modernization of the Builders Liens Act is underway, we remain optimistic that we will see a much-needed update to the act. However, progress rarely comes without its challenges. The change in apprenticeship ratios from 2:1 to 1:1 has created obstacles for contractors looking to train and mentor new tradespeople, adding pressure to an already strained labour market. Likewise, the recent introduction of the Manitoba Jobs Agreement has raised concerns within our industry about fairness, competitiveness and access to work opportunities. These issues truly remind us that ongoing advocacy and collaboration remain essential to ensuring a strong, sustainable construction sector in Manitoba.Looking ahead, our industry continues to evolve in a time of change and uncertainty. As author John Allen Paulos once said, Uncertainty is the only certainty there is, and knowing how to live with insecurity is the only security. This sentiment rings true for construction today. While we cannot predict every challenge that lies ahead, we can take confidence in the adaptability and determination that define our members and help bring innovations forward. It has been a privilege to serve as your chair. I want to extend my sincere thanks to the WCA Board of Directors, staff and our entire membership for your continued engagement and commitment. It has been a pleasure to work alongside so many dedicated professionals who, through their individual strengths and collective voice, have helped drive meaningful progress on key priorities and have laid the groundwork for continued success in the years to come.Roger TukIssue 4 | Winter Edition | 2025 BUILD MANITOBA 5'
