At the same time, the concurrent 
projects present an advantage through 
coordinated planning. “We’re looking 
at how can we continue to leverage 
Indigenous labour on both sites, which 
I think is a great win for the province in 
general,” emphasizes Wallace. “We can 
also manage the sub-trade community 
because we don’t want to over-extend 
one single sub-trade.” 
Both Johnstone and Wallace see the two 
redevelopment projects as key drivers of 
a broader downtown resurgence, driven 
by multiple concurrent investments. 
For the construction industry – which is 
facing a potential critical shortage of 
skilled labour in the coming years – 
these projects are also about making 
Winnipeg and Manitoba an attractive 
place for people to work. “When they 
see this consistent amount of work 
downtown, I think that’s a good thing 
for everybody,” says Wallace.
